The program
Aus4Skills Phase 3 is a ten-year DFAT-funded program partnering with the Government of Vietnam to strengthen bilateral ties by supporting Vietnam’s human resource development priorities. Focused on higher education, the Vietnam Australia Centre, and vocational education and training (VET), the program builds workforce-ready, inclusive, climate-adaptive skills, public sector leadership, and alumni networks. It targets gender equality, disability and social inclusion, and support for disadvantaged Australia Awards students. Outcomes include stronger Australia–Vietnam strategic partnerships, enhanced public sector leadership and women’s advancement, and industry-aligned VET that meets labour market needs while promoting social equity and sustainable growth.
The role
The Senior Manager – Impact, Learning and Communications works across the whole program to lead an integrated function combining Monitoring, Evaluation & Learning (MEL) and enhanced Strategic Communications to demonstrate and effectively communicate achievement of program outcomes. This role ensures high-quality evidence is generated, analysed, and strategically communicated to DFAT, GoV, and other key stakeholders (including but not limited to alumni, media, Australian universities) supporting adaptive management, safeguarding program reputation, and amplifying impact.
Key responsibilities
- Lead MEL and Strategic Communications teams and maintain fit-for-purpose systems and plans.
- Oversee evaluations and evidence generation; convert findings into actionable products.
- Advise DFAT and program leadership on evaluation insights and policy implications.
- Ensure quality assurance, reporting, and risk management, including safeguards (GE/DSI, PSEAH).
- Promote a learning culture and build MEL/communications capacity through training and reflection.
- Manage budgets, subcontractors, brand compliance, and deliverables; support senior management.
Selection criteria
- Postgraduate qualification in development, public policy, MEL, strategic communications or related field.
- 10+ years leadership in MEL, strategic communications or related roles in multilateral/bilateral development.
- Expert in rigorous, ethical MEL design, mixed‑methods evaluation and translating evidence into actionable recommendations.
- Proven track record in strategic communications: turning MEL insights into audience‑specific products and advocacy.
- Strong stakeholder engagement, people management and capacity‑building skills; ability to advise senior leadership.
- Knowledge of DFAT priorities and safeguards (GEDSI, climate, child protection, PSEAH); adaptable, culturally sensitive, and quality‑focused.
