Strengthening Quality Assurance of University Education

The Higher Education Department of the Ministry of Education and Training (MOET), in conjunction with Aus4skills program, organised a series of online training on “Managing quality assurance of university education in Australia”.

Online training series on “Managing quality assurance of university education in Australia”.

The series aimed to improve the capacity in the area of quality assurance of a group of managers and lecturers, through learning from experience shared by Australia’s Tertiary Education Quality and Standards Agency (TEQSA).
Scholars and experts shared Australia’s extensive experience in how the quality of university training programs is governed; program accreditation processes; risk management and the role of policy in the quality assurance system; quality assurance of higher education programs from the perspective of an Australian University.

Mr. Dao Phong Lam – Deputy Director of Quality Management Center, Can Tho University, commented that the training program is very useful to practitioners in higher education and those responsible for quality assurance of higher education in Vietnam. Participants had the opportunity to reflect on their work, benchmark their results against those in Australia.

We learned good lessons and each of us has a plan to put them into practice in the coming weeks.” – Mr. Lam commented and further added that the useful information and knowledge that the participants acquired through this series will contribute a lot to the quality assurance of higher education in Vietnam.

In 2020, The Prime Minister of the Government issued Decision No. 436/QĐ-TTg dated 30/3/2020 on the implementation of Vietnam’s National Qualifications Framework (VFQ) at tertiary education levels, for which the MOET’s Higher Education Department is responsible.

Between 2020 and June 2021, HED has been coordinating a series of roundtables to collect input into a developing Circular on Program Standards Framework for all levels of higher education and then Program Standards for specific groups of majors. In this process, HED received technical assistance and advisory support from international and national partners, including Australian Government’s Aus4skills program.

Since 2016 Aus4Skills has been working with MOET and universities in Vietnam on human resources development. Between 2017 and 2020 Aus4Skills supported universities in the northern mountainous region in improving their capacity in: governance and leadership; strategic planning; effective operation of university council under the amended Law on Higher Education; improvement of quality assurance system; curriculum renewal to better respond to demands of the labour market; and active and inclusive teaching and learning. Promoting gender equality and university-industry linkages were mainstreamed across all of these areas of intervention.

After 2020 Aus4Skills and HED continue to carry out joint activities in the implementation of Vietnam’s National Qualifications Framework.
