‘Employers have a key role in vocational training to reduce skills gap in logistics’

“Businesses need to co-operate with colleges to build the standards for graduation and to develop suitable training programs. They could share market information and information of their recruitment demands. The colleges should also be active in studying the market and developing ties with businesses,” Dr Nguyen Hong Minh, Director General of the General Directorate of Vocational Training, said in his speech at a two-day workshop held in Ho Chi Minh City.

“Therefore, the co-operation between vocational colleges, businesses, business associations, which are “bridges” between different sectors, and the government is necessary“, he added.

Sixty representatives from Australian Government, General Directorate of Vocational Education and Training, Vietnam Chamber of Commerce and Industry, Vietnam Logistics Association, Australian Industry Standards, vocational training providers in and around Ho Chi Minh City joined the “Planning Workshop for Promoting Industry Linkages with Vocational Education and Training” on 4-5 May 2017. The workshop was organised by the Australian Embassy and the General Directorate of Vocational Education and Training.

A representative of Australia Industry Standards, a non-for-profit skills services organization, presented an overview of Australia’s industry-linked vocational education and training system, and how its model of using occupational standards could help to ensure high quality relevant training in Vietnam. The workshop also included a series of presentations to inform participants about the issues and context of vocational education training in Vietnam, with specific reference to the logistic sector.

The outcomes of the workshop have confirmed the need for a mechanism of collaboration between sectoral businesses and vocational training providers. Aus4Skills will pilot the industry-led model in the logistics sector. Logistics was selected as an initial industry sector focus, based on Australia’s strength and Vietnam’s priority needs for human resource development to improve industry competitiveness.  Aus4Skills aims to focus on four occupational standards in logistics: Warehouse Operator, Warehouse Supervisor, Logistic Administrator, and Freight Forwarder.

The logistics industry in Việt Nam has great demand for high-quality human resources with both professional expertise and English-language competency, according to the Ministry of Transport. Of nearly 1 million people working in the industry, there are only 6,000 skilled staff.

Participants indicated strong support for the Aus4Skills initiative of providing learning opportunities and technical support towards industry-linked vocational education and training, drawing on Australia’s model and experience.

Aus4Skills is funded by the Australian Government to help Vietnam’s development and employment of a highly skilled workforce in the period of 2016-20.  The “Promoting Industry Linkages with Vocational Education Training” is one of the five Aus4Skills components, which will focus on promoting industry linkages and include strengthening vocational education management, industry linked curriculum development and competency-based skills training.
