Aus4skills: Training Guidebook for Logistics Trainers

On the morning of March 19th 2021, in HCMC, the Aus4Skillsprogram organised a webinar on the use of the training guidebook for logistics trainers. Attending the event were Ms. Lou De Castro Myles, International Lecturer (from Brisbane, Australia); representatives of the Department of Formal Training, Directorate of Vocational Education and Training (DVET), VCCI – HCM, HCM Vocational Education and Training Association; VN Shipping Gazette, Seabormes & Partners Logistics and 17 staff members from vocational training institutions as well as universities which offer logistics training services.

The purpose of this webinar was to share knowledge and agree on the development of competency-based learning and assessment (CBLA). At the same time, it highlighted the framework and foundation for a recently compiled CBLA in logistics training in Vietnam. In addition, it offered guidance on the application of the training curriculum. Participants including those who had gone through Competency-based Learner Guide course (Phase 1) in July 2020; instructors of logistics industries from Aus4Skills partner institutions, from VLA and LIRC.

Accordingly, within the framework of the work plan for the year 2019-2020, Aus4Skills, in coordination with the Department of Formal Training, (DVET of MoLISA) successfully organised an online training course on how to compile CBLG curriculum. The goal of the course was to improve the quality and capacity of graduates in response to labour market demands, hence enhancing the industry engagement with vocational education and training.

After the course, a set of 6 guidebooks had been published, providing foundation knowledge and skills for students to develop essential competencies. These materials were the product of participants’ joint efforts, with technical support from Australian and Vietnamese experts. They were written under the competency-based learning and assessment approach, with reference to practical experience of logistics service providers.

Aus4Skills is a five-year program funded by the Australian Government to support Vietnam in accessing and using high level professional and technical knowledge skills and competencies to contribute to the country’s sustainable economic and social development.

Aus4Skills consisted of 5 components, including (1) Promoting industry linkages with vocational education and training; (2) Improving the quality of universities in the northern mountainous region; (3) Advancing women in leadership; (4) Supporting Australia’s Aid Investment Plan; and (5) Supporting Australia’s broader interests.

The program lasted 5 years, starting from February 1st, 2016, in which the component “Promoting industry linkages with vocational education and training” started since April 2017.

The main activities of the program were: Establishing and piloting a mechanism to link industries with vocational training on the basis of the Australian Logistics Industry Reference Council (LIRC) model; piloting training programs for up to 5 sets of vocational standards for logistics industry, namely warehouse operator and supervisor, logistics administrator, freight forwarder and forklift operator; Improving strategic planning skills, competency-based learning and assessment skills for vocational trainers; Strengthening cooperation with Australia by supporting vocational training institutions to partner with Australian formal training institutions and logistics networks; Supporting and scaling up industry linkages with vocational education and training to other sectors beyond logistics.

Since April 2017, Aus4skills closely monitored and carried out the program according to agreed plan. Results include: Piloting and establishing a Training Advisory Board for logistics sectors, which functioned as an Industry Skills Council; Supporting to improve the capacity for training institutions and partners who participated in the Aus4Skills program; Delivering capacity building courses for lecturers and administrators in Vietnam and Australia; Organising seminars, workshops; Conducting surveys on logistics human resource training, and activities of the Training Advisory Board.

In addition, Aus4skills organised study tours in Australia and Vietnam on practical training models for industry linkages with vocational training. At the same time, it pinpointed issues relating to mechanisms and policies for industry linkages with training institutions; It also supported to develop end-of-course standards for logistics and forklift industry at intermediate and college level; Thanks to Aus4skills, there was improvement in the awareness on gender equality, and in learning accessility, with a focus on the participation of women and the vulnerables.

Moreover, Aus4Skills contributed to creating equal opportunities for public and private training institutions in Vietnam to access resources from programs and projects. In fact, it has promoted 3-side coordination mechanism between: State, training institutions and industry, which was reflected in the cooperation activities between DVET and Aus4Skills; and vocational training institutions with VCCI, associations, corporations, national and international entrepreneurs who operated in logistics vocational training.

At the event, representatives of Aus4Skills presented the training guidebook to trainees and participants.
