Australia supports capacity building for a quality assurance system in higher education

From October 31 to November 2, in Hanoi, the Quality Control Department (Ministry of Education and Training) in collaboration with Aus4skills held a training workshop on “Capacity building for a quality assurance system in higher education”.

 

Workshop participants include representative experts of University of Queensland, Quality Control Department, Ministry of Education and Training and experts in education quality assurance and accreditation of a number of Vietnamese higher education institutions

This is a follow-up activity after a series of 5 online training seminars within the framework of the Subsidiary Arrangement between the Government of the Socialist Republic of Vietnam and the Government of Australia on the Vietnam – Australia Human Resource Development Program (Aus4Skills) in the period 2021-2025 and Decision No. 2589/QD-BGDDT dated 11 August, 2021 by the Ministry of Education and Training.

The workshop was coordinated and supported by the Australian Embassy, ​​Aus4Skills, representative experts of the University of Queensland; experts in education quality assurance and accreditation, and those in charge of advisory work on quality assurance (QA) of a number of Vietnamese higher education institutions.

 

A Vietnamese expert, on behalf of the participants, shared about good models and effective ways of working in developing the QA system for Vietnamese higher education institutions

With the goal of building the capacity for a QA system towards proposing the development of QA frameworks for higher education institutions and guiding documents for building an internal QA system, the workshop participants took part in 10 working sessions to discuss the contents of 4 main pillars of the QA framework for higher education institutions, including strategic QA, functional QA, output QA, and QA for the cross-cutting system, supporting and connecting 3 other pillars.

At the workshop, managers, Vietnamese and Australian experts exchanged and discussed the achieved results and outstanding issues; sharing good models, effective ways of working, opportunities and challenges; and identifying difficulties in developing a QA system for Vietnamese higher education. They also made recommendations to authorities on the need for and ways to implementing the higher education QA framework which is feasible and almost level with regional and international standards.

Results of surveying 25 managers and experts at the end of the workshop showed that 100% of the participants agreed and most of the participants completely agreed on the need for a unified document guiding the IQA implementation in educational institutions.

Speaking highly of the effectiveness and quality of this training workshop, Mr. Pham Quoc Khanh, Deputy Director General of the Quality Management Department, Ministry of Education and Training extended his thanks to the Government of Australia and wished to continue the cooperation with and receive the support from Australia, including the active contributions of the Australian Embassy in Vietnam and Aus4Skills Program. He also noted that Australia had a world-class advanced education, especially in higher education and higher education QA and was a role model for Vietnam to follow.

The DDG added that the workshop results helped to develop and propose an IQA framework with a complete and systematic approach, taking good practices of home and overseas experts into consideration, initially identified a number of specific areas, thereby allowing higher education institutions to determine the implementation roadmaps and priorities in accordance with the objectives of and requirements for efficient use of resources.

This workshop is an initial step to realize the goal of improving and developing the QA system for Vietnamese higher education institutions in line with the Prime Minister’s Decision No. 78/QD-TTgCP dated 14 January, 2022, promulgating the program on the development of quality assurance and accreditation system for higher education institutions and pedagogical colleges in the period 2022-2030.
